Key Responsibilities

  • Lead pre-RFP capture activities for high-value opportunities, including research on incumbents, contract vehicles, competitors, and historical data to create targeted capture plans.
  • Oversee pipeline strategy and quality by assessing strategic fit, win probability, capacity impacts, risks, and resource needs, while preparing decision briefs for bid/no-bid evaluations.
  • Gather and disseminate market intelligence on budgets, policies, funding shifts, and recompete timelines to align pursuits with delivery capabilities across the organization.
  • Leverage AI and emerging technologies for research, analysis, and pipeline management, collaborating with the data and innovation team to develop efficient tools and workflows.
  • Enable proposal teams by maintaining capture artifacts like win themes and differentiators, ensuring seamless transitions from capture to proposal phases.
  • Foster stakeholder alignment by serving as the key resource for bidding rationale and win strategies, interfacing with executive, operations, and account teams.

Qualifications

  • Comprehensive knowledge of government procurement processes at federal, state, and local levels.
  • Ability to analyze complex data and deliver concise, structured briefings to leadership.
  • Proven track record in fast-paced settings with evolving priorities.
  • Expertise in pricing analysis, competitive evaluations, and procurement forecasting.
  • Experience collaborating with cross-functional teams, including operations and delivery leaders.
  • Excellent written and verbal communication abilities.
  • Minimum 7 years in capture management, business development, or proposal strategy in public sector; 5 years with pipeline systems, CRM, and AI tools; 5 years in bid/no-bid processes; 3 years leading capture and pipeline reviews.
  • Preferred: 3 years in emergency management or related programs, experience with federal/state contract vehicles, and certifications like APMP.
