Own federal pursuits from opportunity identification through final submission by leading capture, building win strategies and partner ecosystems, conducting color-team reviews, and personally drafting executive summaries and key technical volumes using Shipley methodology.
Key Responsibilities
- Lead capture efforts for every pursuit using Shipley best practices including opportunity qualification, customer and competitor intelligence, gate reviews, win strategy, teaming, and price-to-win positioning.
- Manage the full proposal development lifecycle from kickoff and compliance matrix through outline, content plan, color-team reviews, production, and submission.
- Write executive summaries and key technical, management, and past-performance volumes while orchestrating contributions from SMEs and partners.
- Build and maintain content libraries, past-performance databases, and capability statements to improve long-term win rates.
- Collaborate with Federal AEs, operations, legal/contracts, and prime contractors on capture plans, delivery, teaming, and vehicle routing.
- Conduct lessons-learned sessions after submissions, track win/loss analytics, pipeline conversion metrics, and report capture and proposal KPIs to leadership.
- Represent the company at industry days, capability briefings, and partner conferences to shape opportunities.
Qualifications
- Bachelor’s degree or equivalent operational experience; veterans and former federal acquisition professionals strongly encouraged.
- Shipley capture-and-proposal methodology training required (BD 101, Capture Planning, or Proposal Development).
- Minimum 7 years combined federal capture and proposal experience with hands-on hybrid roles and demonstrated leadership of at least 10 federal proposal submissions.
- Fluency in federal acquisition including FAR/DFARS, GSA Schedule, SEWP, CIO-SP3/4, OASIS+, IDIQ task orders, OTAs, and sole-source justifications.
- Proven hands-on writer capable of drafting compliant executive summaries and technical volumes independently.
- Proficiency with Shipley methodology, compliance-matrix construction, executive and technical writing, and proposal platforms such as Microsoft Word, SharePoint, Loopio, or Responsive.
- Ability to orchestrate stakeholders including SMEs, primes, channel partners, and legal teams.
- Preferred: experience in VA, DHA, DoD, IHS, HHS, or CMS; prior work with federal SI partners; capture/practice-building experience; Secret clearance eligibility.
